Heather E. Rhoads-Weaver

Ms. Rhoads-Weaver launched eFormative Options LLC in 2005 to
initiate and build sustainable ventures and provide funding
development, public affairs, market research and management
consulting. Drawing on more than 12 years of experience in wind
energy advocacy and lessons learned with numerous U.S. federal
and state funding programs designed to aid distributed wind
generation, Ms. Rhoads-Weaver can provide expertise with a broad
range of development issues. She has designed, launched and
managed dozens of energy-related outreach and analysis project
work plans funded by the USDA, the US Dept. of Energy, the US
Dept. of Health & Human Services, the Bonneville Environmental
Foundation, the Energy Foundation, the Bullitt Foundation, the
California Energy Commission, the New York State Energy Research
& Development Authority, the Energy Trust of Oregon, the Iowa
Energy Center, and others.
Among her current consulting responsibilities, Ms. Rhoads-Weaver
is responsible for fund development and stakeholder involvement
for the Small Wind Certification Corporation, a project of the
Interstate Renewable Energy Council. She was awarded the 2006
"Small Wind Advocate of the Year" by the U.S. Department of
Energy's National Renewable Energy Laboratory. She served as
American Wind Energy Association's Small Wind Advocate for 5
years and was the founding Executive Director and Director of
Community Partnerships for Northwest Sustainable Energy for
Economic Development (SEED). She previously worked as Policy
Associate for the NW Energy Coalition, Program Manager for Global
Energy Concepts, Senior Outreach Coordinator for the National
Wind Coordinating Committee, and lobbyist for Iowa Citizen Action
Network. She holds an M.S. in Environmental Science from the
University of Northern Iowa and a B.A. in Science in Society from
Wesleyan University.
